Apple has seeded iOS 6.1 beta 5 to developers, and is currently available via the iOS Developer Portal. Apple seeds this update mere hours before iOS 6.1 beta 4 was scheduled to expire.
Apple has likely decided to release the beta in order to hold off on a jailbreak, and to probably gather security loopholes, and patch exploits that the evad3rs Dev-Team likely has.
